1.        The Government of Nepal (GoN) has allocated funds towards the cost of Construction of Community Hall at Mehalkuna Surkhet and intends to apply part of the funds to cover eligible payments under the contract for Construction of Community Hall at Mehalkuna Surkhet with contract identification number DUDBC/Surkhet/Works/NCB/05/073-074. Bidding is open to all eligible Nepalese and Foreign Bidders.

2.        Department of Urban Development and Building Construction (DUDBC) Division Office, Surkhet invites sealed bid from eligible and qualified bidders for the following construction work. The construction consists of RCC Framed Structure building with infill brick masonry wall construction and other associated amenities under National Competitive Bidding (NCB) procedures. The construction period is twenty-four months from the date of agreement. Some of the qualification criteria are mentioned below, though the details are mentioned in the bidding document.

Each quantities of above activities shall be met from either one contract or other but shall not be added from more than one contract

3.        Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of DUDBC Division Office Surkhet during office hours and may visit DUDCs web portal www.edudbc.gov.np

4.        A complete set of Bidding Documents in English language may be purchased from the address below by interested eligible Bidders on the submission of a written application, along with the attested copy of company/firm registration certificate, up to date VAT/PAN, Tax clearance certificate and upon payment of a non-refundable fee of NRs.5000.00 Nepalese Rupees for each set till the date mentioned in the table above. Bidders representative who wishes to purchase the bid document shall furnish authority letter issued by the authorized person of the firms.  If so requested, the Bidding Documents can also be sent by post/courier service upon payment of required additional non-refundable fee. However, the Employer will not responsible for delay or non-delivery of the documents so sent.


Bidders who choose to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from DUDBCs Web Site www.edudbc.gov.np. Bidders, submitting their bid electronically, should deposit the cost(as specified above) of bidding document in the Projects Rajaswa (revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

5.        Bidder shall quote the item rates in the BOQ (In figure as well as in words) exclusive of Value Added Tax. Total Bid price shall be mentioned either in Bill of Quantity or Letter of Bid, otherwise the bid shall be considered non responsive and shall be rejected.

6.        Pre-Bid meeting will be held at DUDBC division Office Surkhet at 13:00 hours on 2073/09/27 BS (11 Jan 2017 AD).

7.        Sealed or electronic bids must be submitted to the office address below by hand/courier or through DUDBCs website www.edudbc.gov.np. on or before 12:00 hours (local time) on the date as mentioned above. Bids received after this deadline will be rejected.

8.        Bids will be opened in the presence of the bidders representatives who choose to attend at 13:00 hours (local time) on 2073/10/09 BS (22 Jan 2017 AD) at the office of DUDBC, Division office Surkhet. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of as mentioned in Table above which shall be valid for 30 days beyond the validity period of the bid (i.e. 2074/02/07 BS (21 May 2017 AD).

9.        If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.

10.     Information or data submitted by the bidders which is either incomplete or unclear or not substantiated by supporting documents shall not be considered for evaluation.

11.     Bidders are advised to visit the site and assess the actual site conditions before submitting their bid.

12.     If the Bidder, except in e-bidding wish to modify or withdraw their Bids, the Bidders should submitted sealed application 24 hours prior to the last date and time of the Bid submission. The Bid bond will be forfeited if the Bidder wish to modify or withdraw the Bid after the aforementioned period.

13.     Bidders who choose to submit the bid by e-bidding system, must submit the original copies (Hard copy) of mandatory documents to Department of Urban Development and Building Construction Division Office Surkhet within 9 days of last day of bid submission i.e. within office hours on 2073/10/18 BS (31 Jan 2017 AD). Non submission of hard copy by the bidder within specified time shall be considered as non responsive and may cause forfeiture of bid security.

14.     Other related rules and regulations are as per Public Procurement Act and Public Procurement Regulation.
